Everytime I open a new chart , the structure panel is already saved from my old chart. I am not sure how I did saved it, and how to change as new for my new charts. Hope you can help me out.

It sounds like you have changed the New Charts Open setting under Settings > Workspace > Charts to open with a Chart Layout, which will include previously saved tools.
Set this to No Layout and new charts will open without the Chart Layout from being applied.
